The national guidance ‘building strong integrated care systems everywhere: ICS implementation guidance on effective clinical and professional leadership’ identifies two expectations and five core principles for effective clinical and professional leadership.

System leaders are harnessing this opportunity to build on the strong existing foundations to develop a local clinical and professional framework and an underpinning culture that meets local needs and national requirements, and can be taken forward into the future ICB from April 2022.

Clinical and care professionals will be involved in decision-making at every level of their system.

During the coming months, the ICB will be engaging with partners to inform the emerging framework.

The health and social care senate at the ICB level and the health and care assemblies at place level were established in 2021/22 to support this development work.

A cross-area and multi-disciplinary working group was formed from the Staffordshire and Stoke-on-Trent health and care senate to support the design of the local framework.
